[PATCH] D80242: [Clang] implement -fno-eliminate-unused-debug-types

- rebase
- make feature progression of debug-info-kind
- fix docs (define, not declare)
- add driver tests
- use OptOutFFlag tablegen helper
- rename helper to EmitAndRetainType
- dont emit debug info for declarations
- rewrite tests
