CXXMethodDecl has FunctionDecl as a parent class, so isLocalClass will find and return a CXXMethodDecl. Checking it on

class Example {
  void method() {
    class X {
      static int x;
    };
  }
};
```
I get the error as expected. Do you have an example where it doesn't work?
