This broke compiling for mingw, repro.c:

  a(short);
  b() { a(1); }

`clang -target x86_64-w64-mingw32 -c repro.c -g -O2`, which gives `Assertion `!MI.isMoveImmediate() && "Unexpected MoveImm instruction"' failed.`
