[PATCH] D70500: [WebAssembly] Enable use of wasm-opt and LTO-enabled system libraries

The first option seems reasonable to me.   That is, adding a flag that controls whether the PATH is searched for all tools.  Hermetic builds would then pass this flag to prevent PATH from playing any role.
