LOG: clang-format: [JS] support null operators.
Summary:
JavaScript / TypeScript is adding two new operators: the null
propagating operator `?.` and the nullish coalescing operator `??`.
const x = foo ?? 'default';
const z = foo?.bar?.baz;
This change adds support to lex and format both.
