I contend that there's a qualitative difference between failure to 
follow process, and happening to discuss and land a code shuffle while 
Richard is still having breakfast :-)

I don't understand your sudden expectation to be copied into the 
discussion here. It's a module you haven't committed to at all recently 
or as far back as I can remember. I've been relatively active in this 
corner of the codebase and the change was discussed and approved on the 
commits list.

I'm going to stand by this -- the mailing list workflow prescribed by 
the developer policy has been followed both in word and in spirit.
