Subject: [PATCH] Update Hexagon ToolChain (call linker directly, addl args,

- reimplement hexagon::Link::ConstructJob to call linker directly
  rather than going through gcc
- add/improve support for small data threshold, pic, and other args
- add overrides for include paths et. al.
