  [IRBuilder] Remove FPMathTag and OpBundles constructor arguments (#228013)

Remove the FPMathTag and OpBundles IRBuilder constructor arguments,
which are never used in tree. The setDefaultFPMathTag() and
setDefaultOperandBundles() APIs can be used instead.
