  [ORC] Define `LLVM_HAS_ATTRIBUTE_WEAK` and guard `__unw_*_dynamic_eh_frame_section` by it (#227709)

#212260 causes a linker error on Cygwin, which expands
`LLVM_ATTRIBUTE_WEAK` to empty:
```
