  [Clang] Implement `__builtin_sort_pack` (#225025)

This is a rework of #152118.

Like `__builtin_dedup_pack`, `__builtin_sort_pack` is a builtin that
operates a pack->pack transform, sorting the pack.

This is useful to implement efficiently some libraries like std::exec,
which rely on sorted variants types etc to establish equivalence.
