  [clang][bytecode] Split `CheckRange` into `Pointer` and `PtrView` variants (#227719)

The previous version copied the `Pointer`, which is bad because that
inserts the new pointer into the linked list of the block. Changing to
`const T &` seems to regress the `PtrView` variant though, so bite the
bullet and accept the code duplication.
