  Drop IntrArgMemOnly from the resource atomic intrinsics

Neither intrinsic has a pointer-typed argument, so IntrArgMemOnly claims
that they access no memory at all. Omit the attribute so they keep the
conservative read-write default, as the other resource intrinsics do.
