  [RelLookupTableConverter][NFC] Remove unused Func parameter from createRelLookupTable (#223556)

The Function &Func parameter was only used to access the parent Module
via Func.getParent(). However, createRelLookupTable already takes
GlobalVariable &LookupTable, which has the same parent Module.

Remove the redundant parameter and the now-unused Func reference at the
callsite in convertToRelLookupTable.
