  [PowerPC] Add missing vec_msum and vec_vmsumudm builtins for POWER9 (#221199)

This patch exposes `__builtin_altivec_vmsumudm` in `BuiltinsPPC.def` and
adds the missing `vec_msum` and `vec_vmsumudm` intrinsics in
`<altivec.h>` matching GCC 11+ behavior.
