  [BOLT][AArch64][Android] Recover from dump failure instead of exit (#221292)

Embedded in Android app, failed assert() or reportError() during a BOLT
profile dump should not exit the host process. Install a recovery point
in __bolt_instr_data_dump(), so any failure can longjmp back, return a
non-zero value to caller, and set a flag so later dumps can be skipped.

Clang does not support __builtin_setjmp/longjmp for the AArch64 Android
target, so add a minimal hand-written setjmp/longjmp in sys_aarch64.h.

Since the majority Android apps run on AArch64 CPUs, while at this I
defined `ANDROID_AARCH64` and replaced `__ANDROID__` with it in the
instrumentation runtime code.
