  [CI][AMDGPU] Create scriptedbuilder for libc build (#201687)

Introduced a new scriptedbuilder for libc build. It will enable
developers to conveniently reproduce the same build by our bot:
https://lab.llvm.org/buildbot/#/builders/10

Tested locally, tests passed.
