  [mlir] Remove unused DenseMapInfo::getTombstoneKey (#200633)

#200595 changed DenseMap to no longer create tombstone buckets, so
DenseMapInfo<T>::getTombstoneKey() is never called. Remove dead
definitions and dead tombstone branches.
