  Scalarize vector `mad` operations for integer types (#152228)

Fixes #152220.

- Adds `dx_imad` and `dx_umad` to
`isTargetIntrinsicTriviallyScalarizable`
- Adds tests that confirm the intrinsic is now scalarizing
