  [mlir][vector][nfc] Update comments in vector-transpose.mlir

* Fixes comments (swaps incorrect `Test of FoldTransposeShapeCast` with
  `Test of shape_cast folding`, and vice-versa).
* Replaces duplicate comments with block comments.
