  [mlir][tosa] Enhance the conv2d verifier (#128693)

This commit adds additional checks to the conv2d verifier that check
error_if conditions from the tosa specification. Notably, it adds
padding, stride and dilation invalid value checking, output height and
width checking and bias size checking.
