[mlir][IR] Remove factory methods from `FloatType` (#123026)
This commit removes convenience methods from `FloatType` to make it
independent of concrete interface implementations.

Note for LLVM integration: Replace `FloatType::getF32(` with
`Float32Type::get(` etc.
