  [LLVM][TableGen] Change SeachableTableEmitter to use const RecordKeeper (#110032)

Change SeachableTableEmitter to use const RecordKeeper.
Also change RecordRecTy to use const Record pointers for its classes.

This is a part of effort to have better const correctness in TableGen
backends:
