  [NVPTX] Load/Store/Fence syncscope support (#106101)

Adds "initial" support for `syncscope` to the NVPTX backend
`load`/`store`/`fence` instructions.
Atomic Read-Modify-Write operations intentionally not supported as part
of this initial PR.
