  [sanitizer_common] Block asynchronous signals only (#98200)

This changes the behavior of `BlockSignals` and `ScopedBlockSignals` to
block only asynchronous signals.

This extension is intended to be used in a future fix for MSan (block
async signals during `MsanThread::Destroy`).
