I would say provide a description of your topic and how it is relevant to the LLVM community.  A paragraph or so is fine.
You definitely do not need to provide actual slides in your submission.

I was going through the submissions page for Euro LLVM and they're asking for a PDF submission and I'm not sure what kind of submission would be apt for a lightning talk.

Do I need to upload slides (preferably written in LaTeX)? Or would a write-up work as well?
