[LLVMdev] [RFC] Raise minimum required CMake version to 3.0

I just landed r230062, which sets the minimum required version to 2.8.12.2.

I’ve also sent corresponding patches to cfe-commits (http://reviews.llvm.org/D7797 <http://reviews.llvm.org/D7797>).

If there are any problems I will revert.
