[polly] Move reduction property to memory accesses

Hey Tobias,

 

We (briefly) talked about this earlier but it is an important step to
prepare the coming patches.

Do you have concerns by moving the property (I didn't weaken any limitations
here) and it is actually a minimal patch bloated by the comment move.
