Explicit type in function declaration not recognized. Test case from NWChem.

This is a reduced test case extracted from the NWChem code. It compiles with
gfortran and pgfortran, but not with flang.

Here is the error that I get:

The reduced test case will compile, if `implicit none` is removed.
