Could we please merge r352246:

  https://reviews.llvm.org/rL352246

Into the 8.0 branch. As described in bug 40319, X86DiscriminateMemOps
diminishes the debug linetable quality, and r352246 makes the pass optional
until some limitations are worked around. However, that fix didn't make it into
8.0, but the rest of X86DiscriminateMemOps did.
