[Release-testers] 13.0.0-rc1 has been tagged

Hi Tom,

  I've created the bugzilla bugs. We were able to generate the binaries
with `-no-clang`, here are the checksums:
RHEL: 88606380909b9ec06b8ad4f28136e55a642d9b2e
Ubuntu: f16dd31408436630812c42dec55bbc338bde1c0e
