[Release-testers] [llvm-dev] [10.0.0 Release] Release Candidate 1 is here

Hello I finished testing RC 10.0.0 on Power PC 64bit Little Endian Red Hat
7.4 machine and have uploaded the binary.

The only failure I detected was when running test-release.sh :
