[Release-testers] [llvm-dev] [9.0.0 Release] Release Candidate 1 is here

Hi Hans,

It looks like this batch file is self hosting with clang-cl but not using
lld-link to link the packaged binaries, despite building it in stage0. Is
that correct? If so, is there a reason why this can't use lld-link?
