[Openmp-dev] 13.0.0-rc2 has been tagged

Hi,

I've tagged the 13.0.0-rc2 release.  Testers can begin testing and uploading
binaries.

13.0.0-rc3 is scheduled to be released on Sep. 7, so we'll continue to accept
bug fixes in the branch until then.
