This failure is happening on other PRs and causing some confusion that those changes caused the issue. 

What should we do here? 

I don't think we should disable our builder.

 I guess we could disable `libomp` tests on our builder,. but to be honest I would prefer we temporarily disable the test as proposed in this PR.
