One issues is that we do the unreachable cleanup only in the case of the "region driver". The API that takes a list of operations  promises that operations outside its selected set remain unmodified (mlir/include/mlir/Transforms/GreedyPatternRewriteDriver.h:255). And eagerly erasing an entire unreachable block there would break that promise unfortunately.
