This looks potentially expensive. You have extra IR traversals even if the IR doesn't have any unstructured control flow. Can we add a `GreedyRewriteConfig::mayHaveUnstructuredControlFlow` flag (or similar) to deactivate the reachability tracking? (Can be enabled by default.)
