Biggest change is that `canUseOpDominanceDueToBlocks` now considers parent regions of the ops when doing the reachability check, so that it properly returns false in cases like the one you gave where there are nested regions with CFGs.

I've also optimized the CFGReachabilityCache a bit by effectively hashing the "barrier" set using the block pointers so it can be used as a map key, avoiding the linear scan over the entries.
