The Aug 29 restructure made this an opt-in pass, `isInBounds` untouched, diff purely additive, CI green. Worth a fresh look rather than re-reading the old thread.

On the RFC question: I'd argue this is a step toward removing `in_bounds`, not adding to it, the attribute can't go away until something can derive in-boundedness from the indices. Happy to park it until the RFC settles if you'd prefer, just say so.
