I don't review the current status, but please note that there's another relevant PR here #221966. Is it true?

Anyway, I personally don't like to move tests to `unsupported.mlir`since we already know of a possible solution. 
What I would do is rebase onto main, keep the stride check, drop the dropped-dims check, and build the `transfer_write` with a permutation map.

However, please wait for @banach-space before starting the implementation, as he might prefer something else, and the last word is up to him :D
