IREE Python integration passes with LLVM `bd9712adb3b0` ([test PR](https://github.com/iree-org/iree/pull/25140)): [PkgCI](https://github.com/iree-org/iree/actions/runs/40856586135) passed, all 8 generated stubs are in the wheel with the correct package prefix, and the Linux/Windows binding tests passed.

The compiler CI failures all come from the same [GPU lowering test](https://github.com/iree-org/iree/actions/runs/40856586297/job/123389072144): `transform_vector_to_mma.mlir:100` expects `gpu.subgroup_mma_constant_matrix`, which is missing. This also reproduces with the packaged `iree-opt` and FileCheck, without Python or stubgen.
