Moved all 12 cases into `mlir/test/Dialect/SCF/canonicalize.mlir` and removed the standalone test file. The cases are unchanged and use the existing canonicalization pipeline. Local SCF/Arith and canonicalize/CSE/SCCP tests: 79 passed, 1 expected failure. Updated in 655873305d0c.
