It is kind of a middle step toward the bubble-up pattern driven solution you described. Now it moves out from layout confliction step, and put it after and together with sinkElementwiseConversions(). 
Both sinkElementwiseConversions and cloneRemateriazable could be enhanced to use pattern driven solution.
