A closing question re this PR:

I am a little bit surprised that MLIR does not have such functionality to generally support "safely" moving operations around. I guess ultimately looking around at the code, what "moving" means is up to each dialect/pass to consider and such considerations will differ enough.

Although considering the operands and results when moving something _should_ be pretty stock standard across different parts of the MLIR framework?

Is there some action from this to consider adding such utilities? Forgive me if I have missed something in the codebase that already does such a thing and bufferization is just a specific example.
