I had an another mail thread with Alex, where we discussed about the down-convert fusion if the `c type` is `bf16`. 
 - Is this pass needs the `c type` to be in `f32`? and fails for the `bf16`. 
 - The fusion of element-wise downconvert is to taken care separately?
