I'm not quite sure what you mean actually: in a stack or not does not change how I look at a PR (other than providing some context), the PR should be standalone and fully tested in itself. If you have a stack where two PRs are inter-dependent in that they can't be reviewed/tested independently, then they should be the same PR IMO.
