  This migrates  all elementwise named ops (add, sub etc) out of the OpDSL
  (Python -> YAML ->mlir-linalg-ods-yaml-gen ->.td/.cpp.inc) into direct
  hand-written  tablegen multiclass. 

  We now have a single `multiclass ElementwiseNamedOp` parameterized by
  mnemonic, kind, that generates the full op definition.
