Still, instead of always requiring an emulator, we should be able to use https://github.com/llvm/llvm-project/blob/4b0b8cbac0f567cdacfde0c81019fc6c0d27f251/mlir/cmake/modules/MLIRCheckHardwareFeatures.cmake?plain=1#L63-L100. You will definitely have to tweak it.
