IIUC, the point of that comment is to say that:
* `SmallVector<Type, 0>`, i.e. a `llvm::SmallVector` with 0 elements, is smaller than `std::vector` with 0 elements.

That's not the same as saying "use SmallVector<Type, 0>". Unless I am missing something?
