I don't agree: there is no policy on this. I never use this "tool" and still expect all open discussion or concerns I have on a PR to be blocking by default. 
It is the author responsibility to ensure that the discussion converges. Here is hasn't been the case and IMO this should not have been merged. Unless you get a straightforward consensus, please revert.
