I'm concerned about introducing a notion of "lead maintainers" for the project right now: the terminology "lead" can be quite misleading.

Also  populating the "catch all" maintainer with the "area team" which has a distinct responsibility does not seem straightforward to me.
While there can be overlap between the area team this, just taking over this position entirely like this looks like an over-reach to me.
